Iraq War Veteran Stanley Gibson was shot by an officer of the Las Vegas Metropolitan Police Department in late 2011. The death was caused by a lack of co-ordination among police trying to get the mentally-ill man out of a car where he was blockaded in the parking lot of an apartment complex. What does Metro's proposed settlement say about the operation and what can be done to prevent future shootings?
