Sen. Dean Heller waited until the last minute to announce his decision to support the Employment Non-Discrimination Act. He provided the 60th vote that broke a filibuster from some more conservative Republican senators but they are people with whom Heller has sided on other issues. So what is Heller doing? And why did he decide to back this particular legislation?
