Workers in North Las Vegas are facing a stark choice. The city manager has told them they should settle a lawsuit for back wages for less than a third of the amount the court awarded, or else face layoffs. Buchanan told workers earlier this week there are no other options. The city cannot cut pay but it can lay off workers, which is what he predicts will happen if the unions don't settle for $7.7 million - much less than the $25 million the workers are owed. And some unions are suggesting that the city needs to go into receivership to raise taxes to cover the debt. What would happen then? And how would it affect people in other parts of the Las Vegas Valley?
