John Dougherty, freelance journalist
... on his eight month investigation into the complex financial relationship between the LVCVA and its ad agency, R&R Partners. Dougherty filed 20 public records requests and sifted through thousands of pages of documents to produce a report for the Nevada Policy Research Institute. His work was used as the basis for a story that appeared in Sunday's Review-Journal and detailed a series of overcharges by R&R to the LVCVA.
