Brookings Institution Economist Adele Morris is in town as part of UNLV's program Brookings West and she will be speaking at the Greenspun School of Journalism today. She joins us to explain why the Copenhagen conference will not be able to agree on a common plan to tackle climate change. She instead suggests that the United States has to pass its climate legislation before it can expect a serious response from the rest of the world to treaty proposals. She also recommends a tax on carbon emissions but it will have to be imposed by the emissions trading scheme now in Congress.
