Students in historically black West Las Vegas are underachieving academically. They are behind their peers in other neighborhoods. In fact, Clark County School District's efforts over the last 15 years to fix the problem appear to have left the six elementary schools, in the words of Superintendent Walt Rulffes, largely isolated by race, poverty and low achievement.

Members of the CCSD and West Las Vegas community activists discuss the causes of the problem and the possible fixes.
