    How does mr brown feel about consolidation of the various services that the different entities provide?

    When Mr. Brown says "this is a different time" isn't that the point of a rainy day fund, to save for a different time? Also, how does taking jobs away from an employee at one organization (the City) and giving it to a private company create jobs?
