A new report from Brookings Mountain West at UNLV says that unless Nevada makes changes to the budget process the state could be stuck in an economic rut for much longer than anticipated. State Senate Majority Leader, Steven Horsford will be responsible for hammering out a budget deal with the assembly and the governor when the legislature meets in February.
