The old price was $25 million. Now Resort Gaming Group will pay only $18 million to buy the old city hall so it can be turned into the new headquarters for online shoe retailer, Zappo's. So was it a good deal for taxpayers or did Zappo's and its developer see an even better opporunity and grab it.
