On Monday President Obama will announce plans in Las Vegas to revamp the Housing Affordable Refinance Program. But reporters at ProPublica say there is little chance that this do over will work any better than the slew of other mortgage programs that have barely touched the problem. Paul Kiel of ProPublica's foreclosures unit talks about the problems.
