When a mother taking her kids out for ice cream reported seeing illegal activities going on at a local massage parlor, Henderson decided to take action.  The city is drafting new ordinances to crack down on illicit activities - like prostitution - in massage parlors.  What is the city doing to crack down?  What loopholes are they looking to close with legislation?  And what tell-tale signs do they look for when investigating these parlors?
