The I-15 is going to be widened as part of a four phase project called Project Neon. With the expansion some homes and businesses will have to be demolished. When does the public good outweigh a homeowner's rights? What sort of value do these homeowners and business owners get for their properties considering they are being forced to leave?

Kermit Waters stated that the administrative settlement would off-set the replacement housing payment offered under the relocation program. This would normally be true, however, the FHWA has a program in place that allows the home owner to receive BOTH payments with no off-set. So, a home owner that owe $50,000 over the amount offered by the State will get the additional $50,000 to pay off the mortgage AND any replacement housing payment needed to get the displaced home owner into a new home.
