The Pastel Project is Vegas's latest brand new music festival.  National bands like The Whigs and CSS share the stage with international acts like Mexico's all-girl punk group, Le Butcherettes.  And let's not forget the swirl of local flavor: Halloween Town, Zach Ryan and the Renegades, Minor Suns, and Rusty Maples, among others.  So how are these bands changing the spectrum of music?  And what does this latest festival say about the growth of the downtown music scene?  The Pastel Project runs March 23-24 at the Royal House.
