North Las Vegas city manager is calling for an emergency decision by the city council.  He wants parts of the contracts with police and fire to be suspended in order to meet the budget and keep services going.  Now, city unions are asking the state to take over city management.  We hear from the city manager about this latest decision.  Then we talk to North Las Vegas Firefighters Union President about why the contract negotiations have failed.
