Taxable sales are up. So are home values. Foreclosures are down and tourists are coming back. But employers have only restored a fraction of the 170,000 jobs lost in Nevada during the recession. And many of those who lost jobs in 2008 and 2009 are still struggling. Does all of that add up to recovery?
